ISIS in Afghanistan Uses Artificial Intelligence to Produce Content
Association for Defending Victims of Terrorism – According to Shafaqna, while the world’s intelligence and security organizations are trying to combat the spread of digital technologies, the ISIS terrorist group has also started using advanced tools such as artificial intelligence in its propaganda.

According to the report, this issue was raised by Sergey Zubkov, Deputy Head of the Counter-Terrorism Center of the Commonwealth of Independent States (CIS), at the 19th International Anti-Terrorism Summit in Krasnoyarsk, Russia.
Referring to the findings of security organizations in 2024, Zubkov said that ISIS and its Khorasan branch in Afghanistan, along with Al-Qaeda, have begun to actively use artificial intelligence tools to produce propaganda, provocative and educational content. He warned that this development has significantly increased terrorist threats against countries in the region.
Zubkov also announced that ISIS Khorasan Province, as one of the most active branches of the group, plays a prominent role in the production and dissemination of digital content. He considered the group to have evolved from a regional military organization to an advanced information network capable of utilizing new technologies.
These findings were published at a time when international counterterrorism meetings, especially in the Commonwealth of Independent States, have focused on new approaches to the spread of terrorist ideology in cyberspace.
Meanwhile, ISIS’s use of artificial intelligence indicates a profound transformation in the propaganda and operational methods of terrorist groups. This transformation not only increases security challenges, but also requires more coordinated and technological responses from governments and international organizations.
In these circumstances, the development of intelligent surveillance systems and training of security forces in emerging technologies is an inevitable necessity in order to prevent the spread of these types of activities.
