A look at Iran’s annual report on human rights violations by the US and UK

Association for Defending Victims of Terrorism - ISNA website, in a report, examined the content of the recent report by the Iranian Ministry of Foreign Affairs on the human rights situation in the United States and the United Kingdom.

 

 

 

 

According to this news report , on November 18, 1404, the Iranian Ministry of Foreign Affairs published its annual report on human rights violations by the United States and Britain at a ceremony.

According to ISNA, this report covers human rights violations by these two countries from September 2024 to September 2025.

Both reports are prepared in two sections: “Human rights violations at the national level” and “Human rights violations at the supranational and international level.”

 

Summary of the report on human rights violations by the United States

  1. The right to life, liberty and security of person

✓ Armed violence

Total number of victims: 10,871 people killed

Total number of injured: 19,867 injured

Mass shootings: 315

Mass murders: 10 cases

Murder/suicide: 480 cases

Defensive use of weapons: 858 cases

Unintentional shootings: 980

Gun ownership rate: 120 guns per 100 people (more than any other country in the world)

 

 

✓ Police brutality

Total casualties from police actions: 958 people killed in 2025

There have only been 2 days of the year where no fatal police incidents have been reported.

Despite making up only 13% of the population, black people make up 22% of the victims of police brutality.

A black citizen is 2.8 times more likely to be killed by police than a white citizen.

 

 

  1. The situation of prisons and detention centers

The widespread use of solitary confinement and indefinite detention continues at Guantanamo.

Prisoner conditions in many state and federal prisons have been reported to be inhumane.

The US penal population is one of the largest in the world and exceeds the legal capacity of many prisons.

 

 

  1. Women’s and children’s rights

✓ Violence against women

About 35.6% of women have experienced physical or sexual violence.

About 10 million women are victims of domestic violence every year.

In the first half of 2025, domestic violence rates in nine major cities increased by 3%.

81% of women have reported experiencing sexual harassment or assault.

✓ Children’s rights

Frequent school shootings, including the incident at a Georgia high school (4 dead, 9 injured).

Hidden child labor and the detention of migrant children in border centers are ongoing violations of children’s rights.

  1. Racial discrimination and economic inequality

Structural racial inequality persists in the justice and employment systems.

Rates of poverty, homelessness, and income inequality have increased in large cities.

Economic policies have led to the concentration of wealth in the hands of a small minority of the population.

  1. International violations

✓ Support for the Zionist regime

Military, financial, and political support for the Israeli regime has continued during the Gaza genocide.

The US government has reportedly sanctioned and suppressed Palestinian human rights organizations such as Al-Haq, PCHR, and Al-Dameer.

✓ Unilateral sanctions

The imposition of sanctions against numerous countries has led to violations of economic, social, and cultural rights, including the right to health and development.

✓ Cross-border military interventions

Direct or indirect participation in military operations with civilian casualties in West Asia, including in attacks against Iran for which the US President recently officially accepted responsibility;

✓ Withdrawal from the Human Rights Council

The United States withdrew from the Human Rights Council at the beginning of this year and refused to submit its national report under the Universal Periodic Review (UPR) mechanism, which was scheduled to be held in Geneva in early November of this year.

The report concludes that the United States:

It uses human rights as a political tool;

Internally, it faces structural crises of discrimination, violence, and poverty;

And globally, through illegal sanctions and support for occupation, it causes widespread human rights violations in other countries.

  1. Domestic human rights violations

✓ Right to life and police behavior:

In the reporting year, there were two direct police shootings, 17 deaths in custody, and 50 indirect deaths. Police impunity, particularly in cases involving the killing of black people, has been a subject of protest by human rights activists.

✓ Freedom of peaceful assembly:

The British government has restricted protests related to environmental justice and support for Palestine, citing the Public Order Act and the Counter-Terrorism Act, and has designated some groups, such as Palestine Action, as “terrorist.”

✓ Rights of immigrants and refugees:

New immigration laws, including the Unlawful Immigration Act of 2023, have led to increased detentions and reduced access to asylum. As of June 2024, more than 224,000 asylum cases were pending and 87,000 were awaiting initial decisions. Many asylum seekers have been in limbo for more than a year.

✓ Reducing public service budgets:

The public service budget has been cut by 11% and defense appropriations have increased; this has led to violations of citizens’ economic and social rights to access education, health, and social services.

✓ Police violence against women and black people:

In the year ending March 2024, more than 747,000 cases of use of force by police were recorded, 18% of which involved women and 9% involved black women.

✓ Racism and Islamophobia:

In the summer of 2025, Britain witnessed a wave of right-wing, anti-immigrant violence that led to fires in refugee accommodation and attacks on mosques.

✓ Right to health:

In April 2025, more than 137,000 patients waited more than 12 hours in emergency rooms. The crisis in the healthcare system and the shortage of health personnel have been seriously reported.

✓ Freedom of expression:

The government has abused anti-terrorism laws to restrict Palestinian-related speech and activities. The “Economic Activity of Public Institutions” bill has also sought to limit moral and humanitarian support for the boycott of Israel.

✓ Privacy violations and misuse of artificial intelligence:

The UK uses widespread surveillance technology and artificial intelligence tools to control migrants and citizens. The use of facial recognition technology on asylum-seeking children has been widely reported.

✓ Violence against women and children:

More than 1.6 million women have experienced domestic violence, and the conviction rate in rape cases is only 1.6%. Children make up 20% of the population but 40% of sexual crime victims.

✓ Prison conditions:

More than 2,000 prisoners are held in indefinite detention (IPP) without a specific release date, which has been considered an example of psychological torture.

  1. Transboundary and international violations

✓ Business and the environment:

British companies are involved in exporting low-quality fuel and toxic substances to Africa and producing banned pesticides such as paraquat.

✓ Participation in the Gaza genocide:

The British government has been implicated in widespread violations of international law and the genocide of the Palestinian people by continuing to sell arms to the Israeli regime, providing military assistance and political support. Only one of the 413 violations recorded in Gaza has been identified by the British Foreign Office as a “probable violation”.
