Terrorism; The Zionist Regime’s Main Strategy in the International Arena

Association for Defending Victims of Terrorism - According to the Guardian Council Information Center, Dr. Abbas Ali Kadkhodaei, a member of the legal profession and head of the Guardian Council Research Institute, in a note published by the Islamic Republic News Agency (IRNA), considered the failure of the international community to address the terrorist nature of the Zionist regime to be the reason for this regime’s greater boldness in committing widespread terrorist crimes in every part of the world.

Legitimacy stems from principles such as justice, respect for human dignity, and adherence to legal rules, and any action or thought that contradicts them is fundamentally invalid and will not be accepted in any way within the framework of international law and the general conscience of the international community. Therefore, terrorism is considered a deep wound to the fabric of human civilization, a threat to all the purposes and principles of the United Nations, which is of course doomed to decline and destruction.

Since the beginning of the 20th century, the leaders of the Zionist movement have explicitly declared that the only way to establish and consolidate their power in the Palestinian territories is through the use of violence and terror in order to provide the necessary grounds for domination over the entire Palestinian territory. They have considered violence and the use of terror to be necessary to achieve their goals, and accordingly, from the very beginning of their existence, they have attempted to ethnically cleanse, expel Palestinians, and eliminate any opinion or thought that is opposed to Zionism by carrying out terrorist acts, including the murder of innocent individuals and people, bombings, kidnappings, and destruction of property.

Therefore, it is obvious that the roots of terrorism lie within the Zionist project and its reliance on violence, murder, and the destruction of human beings, and this has been systematically institutionalized not only in the emergence of the Zionist apartheid regime, but also in its current policies.

The world does not forget that the violence in the years leading up to 1948 escalated and culminated in massacres such as the Deir Yassin massacre, in which Palestinian women and children were martyred, causing great fear and terror among the Palestinians and the evacuation of dozens of villages.

After 1948, the Zionist regime continued to use the tools of terror to suppress its opponents and consolidate its power. Its aggressive policies against the Palestinians in the West Bank, Gaza, and other occupied territories, such as the Qabiyeh massacre in 1953, are examples of the regime’s pattern of aggression in the contemporary era.

Even the assassination of Count Bernadotte, a senior Swedish diplomat and UN special representative, by the occupying forces, due to proposals that the regime considered to be a threat to its existence, despite immunity and international support, was so heinous that it aroused the anger of the world.

Over the years, the Israeli regime has used operations to destroy homes and forcibly expel Palestinians from villages, such as the destruction of the village of Umm al-Hayran with the aim of creating a Zionist population, in addition to the economic and military blockade of Gaza as a form of collective punishment and terrorism against the civilian population, which has caused widespread humanitarian crises. According to evidence, the Haganah – one of the Zionist military groups – contaminated all the waterways leading to areas of Gaza with typhoid and dysentery bacteria, in order to harm the people of Gaza and prevent the Palestinian populations living in the region from their daily lives. The Zionist regime’s connection with terrorism has created an atmosphere full of insecurity and instability for the international community, which has made the existence of the regime and its durability dependent on the use of all terrorist methods and tools against its opponents. The consequences of the institutionalization of terrorism in this regime go beyond regional and global instability, and this could jeopardize the foundations of the global legal order.

The failure of the international community to address the terrorist nature of the Zionist regime has made this regime more bold in committing widespread terrorist crimes in every part of the world, of which the targeted assassinations of the Islamic Republic of Iran’s nuclear scientists, military advisors, Iranian diplomatic sites and representatives, as well as sabotage of the country’s peaceful nuclear facilities are clear examples of this threatening practice.

The recent brazen admission by the regime’s Minister of Defense to have assassinated martyr Haniyeh, while he was in the territory of the Islamic Republic of Iran to attend the presidential inauguration ceremony, clearly confirms the international responsibility of this regime in violating the sovereignty and territorial integrity of the country, which is explicitly emphasized in Article 2 of the United Nations Charter, and necessitates the prompt and effective action of international institutions in condemning it, which is part of the obligations of international bodies to maintain international order and protect human rights.

In fact, the use of terror with the aim of deliberately endangering the lives of individuals who, according to Article 6 of the International Covenant on Civil and Political Rights, have the right to life as the most fundamental human right, is considered one of the most serious violations of international law, which is rooted in fundamental contractual and customary principles such as respect for state sovereignty, human rights, and the commitment to maintain international peace and security, and leads to the erosion of the legitimacy on which the authority of the state is based.

What will make the Zionist regime more determined to commit its horrific crimes is the silence and passivity of the international community, and at the forefront of it is the United Nations Security Council. Despite the mission of the Security Council to safeguard global peace and security, according to Article 24 of the United Nations Charter, the neglect and disregard of the international responsibility of the Zionist regime for a wrongful act, all elements of which have been established according to the draft of the International Law Commission on the International Responsibility of States, establishes a dangerous practice in the international legal order that will shake the trust of states in the organs of the international community and severely damage the credibility of international institutions in fulfilling their important duties, including maintaining global peace and security.

If the UN Security Council, in response to the terrorist act of the United States government in martyring martyr Soleimani, had firmly acknowledged and condemned the international responsibility of this government, there is no doubt that today this destructive process by the Zionist regime, trampling on international rules and fanning the flames of its crimes, would not have become so intense and continuous. The ability of the international system to confront terror and terrorism will only depend on the firm implementation of the principles of international law, in particular ensuring accountability, preventing evasion of responsibility and impunity for actions that violate these principles..
