Terrorism is a new puzzle and is not manageable by old and traditional structures. This leads to a crisis era and unless there is a public plan for managing this new puzzle the crisis will endure. International law and security and their traditional structure have been incapable to manage terrorism. So, the goal of this book is describing this puzzle and ways of international law and security structures in dealing with it.
