Association for Defending Victims of Terrorism defends the rights of victims of terrorism in various sessions of the United Nations Human Rights Council in Geneva, Switzerland, in person and by submitting written and oral statements.

During the 60th session of this council, which was held in Geneva from September 8 to October 8, 2025, four oral statements were read by the representatives of the association.

The following text is the Association’s oral statement on item 4 of the agenda, entitled “Clear violation of human rights in Israeli attacks on the territory of the Islamic Republic of Iran,” which was read by the Association’s representative and published in the Council chamber.

The text of the statement is as follows:

Item 4: General debate on the human rights situations that require the Council’s attention

Subject: Gross Violations of Human Rights in Israel’s Attacks on the Territory of the Islamic Republic of Iran

Mr. President,

Israel imposed an inhuman war on 13 June 2025 against Iran. This act was a clear violation of the Charter of the United Nations (1945) and the fundamental principles of international law which led to the beginning of a 12-day armed conflict.

During the war residential areas, hospitals, infrastructure, schools, kindergartens, emergency personnel, nuclear facilities and prisons were deliberately targeted. According to official statistics, more than 1000 civilians were killed, including 126 women and 47 children, and about 6,000 were wounded.

In accordance with the universal principles of human rights, any attack on civilians during armed conflict is inhuman and a gross violation of international humanitarian law that cannot be defensible under any circumstances.

So, we call upon the United Nations Human Rights Council to:

  1. Establish an independent international fact-finding mission to document and collect evidence regarding these crimes.
  2. Ask the Special Rapporteur on Iran and other relevant thematic mandate holders to independently report on the war in their forthcoming reports.
  1. Deploy all efforts to prevent the recurrence of blatant violations of the Geneva Conventions and committing crimes against humanity by Israel.
