The reason for issuing this order is the use of VPNs by terrorist groups.
According to a statement issued by the Pakistani Interior Ministry, VPNs have been declared a threat to national security. In this statement, VPNs are introduced as tools to bypass surveillance tools and erase traces of crimes.
